Biography

Charles is the senior member of the Council, serving in his fourth term on your County Council. Previously, Charles served a two-year term on the inaugural Council from 2011 to 2013. He returned to office in January of 2017. 2026 marks his 12th year of service to the citizens of District 4. He has resided in Barnhart for 26 years, with his wife of 45 years, Sharon. Charles and Sharon have one married daughter, Sarah.  They have one pet "Man’s best friend", their dog, Maynard.

Career & History

Born and raised in St. Louis, Mo

Graduate of Southwest Highschool, St. Louis, Mo.

Charles is a former chief maintenance machinist, now retired from Marquette Tool and Die Company in St. Louis.

Charles was elected by his peers as First Vice-Chairman of the newly formed County Council in 2011 and again served in this leadership capacity in 2017, 2018, 2021, and 2026. He also served as Chairman of the Jefferson County, Missouri Council in 2019, 2023, and 2024. Additionally, Charles was a member of the Master Plan Advisory Panel from 2022 to 2024 and remains an active participant in all other Council committees.

Other Roles

In addition to his public service on the County Council, Charles has served as a board member of the Rock Township Ambulance District. He is a retired officer in Lodge 688 IAMAW, a member of the Sons of the American Legion Squad 0238, founding member of the Jefferson County Pachyderm Club, past member of the Jefferson County Republican Central Committee, member of the Arnold Rifle and Pistol Club and a former World Champion kart racer.
